Understanding the 2023 MUTCD Updates to the R2 Sign Series

Understanding the 2023 MUTCD Updates to the R2 Sign Series

Published by CPC Signs on Oct 19th 2026

The release of the 2023 Manual on Uniform Traffic Control Devices (MUTCD) introduced several important updates to the R2 Series of regulatory speed limit signs and plaques. These changes are designed to improve clarity for motorists, address specialized vehicle speed regulations, and support emerging speed management strategies on today's roadways. According to the 2023 MUTCD, the R2 Series now includes new vehicle-specific speed limit plaques, updated minimum speed limit applications, additional plaque sizing options, and new signs for variable speed zones.

For agencies, engineers, and sign professionals, understanding these updates is essential to maintaining compliance and enhancing roadway safety.

New Vehicle Speed Limit Plaques: R2-2aP, R2-2bP, and R2-2cP

One of the most notable additions to the R2 Series is the introduction of three new Vehicle Speed Limit Plaques:

The 2023 MUTCD specifies that these plaques shall be displayed below the Speed Limit (R2-1) sign whenever a special speed limit applies to specific vehicle classes. This provides motorists with a clearer understanding of speed regulations that differ by vehicle type, helping improve compliance and safety on roadways with mixed traffic conditions.

Updated Minimum Speed Limit Plaque: R2-4P

The R2-4P Minimum Speed Limit plaque received an update in the 2023 MUTCD. The plaque is intended for use only in conjunction with a Speed Limit sign and must be mounted directly below the corresponding Speed Limit sign.

This revision reinforces proper sign assembly practices and ensures that motorists receive both maximum and minimum speed information in a consistent, easy-to-understand format.

Expanded Sizing Options for Speed Limit Plaques

The MUTCD has also expanded size options for several existing speed limit plaques.

While the sign legends remain unchanged, the addition of new sizes gives agencies greater flexibility to meet visibility and roadway design requirements across various applications. These plaques may continue to be mounted below a Speed Limit sign where appropriate.

New Variable Speed Zone Signs: R2-13 and R2-14

As transportation agencies increasingly adopt variable speed management systems, the 2023 MUTCD introduces two new signs to clearly indicate the end of variable speed zones:

The R2-13 sign may be installed at the downstream end of a variable speed zone to notify drivers that the zone has ended when a W3-5b Variable Speed Limit Ahead sign is used. The R2-14 sign serves the same purpose for installations paired with the W3-5c Variable Speed Limit Ahead sign, providing a clear transition back to standard speed regulations.

These additions help create consistency in variable speed zone applications and improve driver awareness as roadway conditions change.

What These Changes Mean for Agencies and Contractors

The 2023 MUTCD updates reflect the growing need for more precise and flexible speed management tools. From vehicle-specific speed regulations to enhanced variable speed zone signing, the revised R2 Series gives transportation professionals additional options for communicating regulatory speed information effectively.

For agencies planning sign replacements, roadway upgrades, or MUTCD compliance reviews, now is the ideal time to evaluate current R2 Series installations and determine whether updates are needed.
